A New (Extremely Difficult) Collecting Niche

I think that I've discovered yet another peculiar and challenging collecting niche, that I may soon occupy.
It is: collecting modern proofs (1978-today) that have not met the cameo or deep cameo designation. It's known that almost all modern proofs have the heavly frosted devices and deep mirrors that give them usually always DCAM. Wouldn't a 1998 1c PR69RD, be an interesting coin? No frosted devices! Do these coins even exist? I can't find them in the population report, and havent' seen any. Any ideas?

more problematical. Most of those I've noticed were struck by well used dies
which will prevent the PR-69 grade. Some of these will prove pretty tough in
any grade. The lower denomination clads from the mid-'80's may prove espec-
ially difficult.
Let us know if you try them.
