Help me grade this raw 40D Jeff

Pulled this 40D Jeff out of my Whitman album. Any opinions on its grade? Yes it is FS and yes those are carbon spots on the obverse. Otherwise a real full luster nice toning Jeff.

I see some chatter on the reverse but this sure looks GEM in my eyes...

Nice coin, but for the spots, which hold it to 63/64. Save your money on slabbing ... the 1940-D and 1941-D are the best struck early Jeffs and are common in FS.
