I recently made a purchase for some 1971 topps that were all distinctly marked PSA7....here's the link:

I get the card, and it's a 6. Through communication, I offer to just have him send me another common 7, in approximate same value, and he wants to refund me through paypal.
I have been very patient with him, but it's been frustrating, and I am to the point of leaving a neutral feedback.
What do you all think?

If he wants you to send the card back and then get you a refund, then he deserves the neutral (and maybe a neg).
a few 1971 PSA cards but $5 to send me the card
is just too much. I know, just adjust my bid accordingly
but it's a principle issue for me and there's plenty of
others out there.
If he's offering a refund you should definately get your
shipping costs back as well. He advertised a NM 7, offered
a NM 7, and you paid for a NM 7. It's the seller's error and
you should not be penalized in any way.

I had a email conversation with him a while back, where I offered to buy several of his 71's at a set price, and he said no, and that he was going to upping his shipping price to help cover the costs. He's definitely on my 'do not bid' list, now, however.
Really a frustrating deal. I understand mistakes happen, but if it were me, I'd go out of my way to make it right. I guess with his volume, however, he doesn't feel he has to.
I would just take the refund and leave a Positive or leave nothing.
NUETRAL feedback is meaningless...it should be eliminated from eBay.
I just don't like nuetrals because you really either had a good or bad experience.
If it was "nuetral" then I would do nothing other than avoid him in the future maybe.
But whatever you do, you risk the realiation feedback post. I bet he will leave you a nuetral also after he sees the one you left him.
