I'm not really even sure whether it's a coin or a medal, but it looks like a coin?

Composition unknown since I don't have th coin I can't verify for sure, but it could be Silver. It is numbered on the edge as well. Has anyone ever seen this and if so any ideas of value?? The size is a little larger than a silver dollar as you can see in the comparison picture. It looks to be some sort of commerative, but after searching Ebay and the web, I can't find another like it or any info.
