James, I took your advice and went back into the PCGS archives and did some research.
Here are my initial thoughts:
A. PKOK coins need to have a special pedigree, Maybe between the experts, (james, gandy, JC, etc)
you could have your own special panel. Example: ANDY WARHOL ARTWORK. Im not sure if anyone has heard about this, but there is a panel of experts that pedigrees any new examples of his art that come into the marketplace, and in order to sell it at one of the large auction houses (sothebys, christies) it has to be reviewed by this expert panel. Im sure that one of the grading services would be happy to address this issue with you, especially when it would be another money making opportunity for them.
B. PKOK coins no matter where they came from, probably were in a holder that was made of a clear plastic (like the old clear roll tubes with the screw on cap), cardboard and or colored paper.
C. PKOK coins without a special pedigree will be exploited until the pedigree situation is addressed.
