Possible tampered w 1904 NGC-64 $20.00 eagle?(comments please)

Today,
While at a Local shop I was looking at an older NGC holdered 1904 $20.00 Gold. The slab had been treated with some type of stuff to remove stickers and had created that melting into the plastic look which made the holder fuzzy. I was trying to look at how nice the coin was inside, but very difficult to see through the obscured plastic. I was offered a fair price for the coin about 15% back of cdn, and was considering buying it (I would get it reholdered) but got to looking closely at the slab.
It looked as if it had been tampered with by slicing in half and then put back together. The four points on the side appeared to have been cut and possibly placed back together. When I held the slab on edge under a glass, it seem to show the front and back sections of the plastic slab with independent movement of one another when pushed, very slight, but appeared to move independently. Also, The slab in hand felt awkward, felt as if it were pieced.(hollow) Had a very similar feel like a hollowed out penny magician's coin would fee once sawn an pieced together?
any thoughts from other members who have seen tampered slabs, and does this sound like it could have been?

Actually, not long after PCGS established itself as the premier certification company, counterfeit PCGS slabs started to appear in the late 80s. This is not new.
