Yes, there are commems out there that saw circulation. Columbian Expo 50c are prime examples of this. They were way overproduced and when they didn't sell, they were released into circulation as it was a cheaper and easier means of disposing of them rather than melting them down. I have a few in VF in my junk box.
I just got the coins for this auction...and they are awsome! The half is a def. ag03 with no cleaning. The WL is is 58+, the barber coins, are worn, but have great detail and color. And the mercs...though had some gunk, are really about 63+ underneath. Nice little lot here!
i still don't get it. you still have a chance of seeing SOME kind of detail/image on an ag03. a po1 would look more like a slug. how would you even know what you have?

If by modern you mean Monroe, then yes, if it isn't cleaned (as so many have been in lower grades).
