Question for Jefferson Nickel Experts

What is required for full strike Jefferson nickels? Can the step be fully struck with a bag mark to get the designation or must the steps be complete without a ding in them? This is referring to war nickels.

The steps must show at least 5 full steps and have no more than one or two LIGHT dings.

No dings, bridges, incomplete strikes allowed on FS Jeffersons ... steps must be unbroken, full struck and without any flaws.

There can be light scratches on the steps, but if any of them is deep enough to break the line of the steps, then no FS. No ticks or bridges, either.
