It seems as though many users have been able to upload their own author icon. Is this possible ?

Yes, it's possible, but you have to know the secret handshake.

Paul- Icon Upload Day is only on the 15th of each month. To be ready, you'll need an image no greater than 100X100 pixels and 10KB in size. On the 15th, if you open the "profile" tab, you'll see a box to upload your icon. Any other time, it ain't there.
