The Spanish Bank of the Isle of Cuba will pay the bearer, upon presentation of this bill to the cashier, "X Pesos" in specie.
Since the island was basically in civil war since at least 1895, it stands to reason that the Spanish government wanted to hang on to all the gold possible, so they counterstamped some of the bills with the word "PLATA" meaning silver, thus creating instant silver certificates.

If you look closely at the bottom of the notes, you'll see they were made at the American Banknote Co. of NY.
