Could someone let me know if the coins sold by "tnb-martin82" on ebay, are a good price.

Yeah, 49 cents seems like a good price to me.

I'm no expert, but if you could hit some of them at the 49 cent opening bid and combine shipping, it might be a pretty good deal. Beyond that, I'll defer to those who actively collect proof modern Washingtons.
<< <i>ziggy--the raw coins we preach to avoid are coins that are commonly damaged/fake/rare/etc... these are pretty much always ok... combine the shipping and the price isn't terrible. The coins do seem to have some hairlines, though. >>
Well, yeah, I know, but still, it's hard to tell just how nice these are. Some of the pictures are a bit blurry and we don't see the reverses...and while I don't attribute that to the seller trying to hide anything, the fact remains that these are raw coins on eBay and shouldn't be assumed to be as nice as they appear at first glance from a picture of one side of the coin.
So while the downside risk is very limited here, I think the admonition to be careful with raw coins on eBay still applies. Not "don't buy them," but "be careful." That's always good advice, even with 49-cent coins.
I am also looking for a 1990 proof set because that is my birth year. PCGS says the set is valued at $25, but I can but it for $11.50 on ebay, is that worth it?

First of all, the $25 is a pie-in-the-sky value unless most of the coins in there are significantly better than run-of-the-mill.
Is $11.50 a good value? Only if the coins are better than most of the typical 1990-S proof sets on eBay. Looking at recent completed sales on eBay, you can find these for $6-$7 plus shipping...for ordinary coins. Usually it will be a bit more, but not too much more. Want quality and coins that are CAMs or DCAMs? Probably more than $6-$7. But $25 is outrageous unless you can *see* the lots and can tell that there are some very nice, high-grade DCAMs in the lot. Few *sets* will be that nice.
