I don't know the exact year, but I believe it was sometime in the early to mid 1990's.

seems i remember i sent a batch of 63 Frankies to PCGS for my old boss about 1989.
im gonna call him and take a look at em again,might be some goodies in there

There is more than one date. First they started doing Cameos for modern stuff. Several years after that they started granting that designation to 19'th century proof coins. I think Condor101 knows the dates more precisely.

I'm not sure about CAM, DMPL has been traced to 1992 but I don't think we have traced back PL, Cam, and DCAM. Although I know at least one of those, probably PL, traces all the way back to the beginning.
