Does PCGS reholder for free when they hose it up?

There's an auction on eBay right now for a 1994-P Jefferson MS69FS. The seller, being smart and nice, states he removed the coin from coin & currency set, so it should be SMS Variety and designated on the tag, but it isn't. In fact, doing a pcgs cert lookup on # 90085460, the database has it listed as an SMS.
I seem to remember another 1994 sms without the 'sms' on the holder a month or so ago. What's going on with the person creating inserts for the holders?
What, if any, is PCGS's policy for correcting mistakes like this?

The PCGS Coin # for the 1994-P SMS is 4132.
This one is labeled 84132
I assume the "8" is for the FS variety

I don't think PCGS will ever do something like that. Once I asked customer service if they would grade a specific British coin. They said 'yes'. I sent the coin in and they said it was too large for their holder and didn't charge me for the grading fee. But, I was out the shipping cost of getting the coin to PCGS and the cost of PCGS to ship the coin back to me. I spent a total of $25 on shipping both ways. PCGS refused to reimburse me for this.

Ya know, when I sell anything on Ebay I always offer a return policy that includes refunding the purchase price with postage both ways. This means I refund the buyers original postage for the item to be sent to him/her and postage that the buyer paid to send the item back to me, all that i ask is that the item be sent back to me in its original holder and that the item be sent back using the same postal products as were used by me (ie: Priority Mail with Delivery Confirmation and Insurance).
Although I have never had a buyer return an item, my return policy still stands.
My point is, if PCGS screws-up, they should reimburse for postage necessary to fix the screw-up, it is nothing more than good business practice. The fact that PCGS will not reimburse for their mistake only proves how penny-anty they are, especially considering that this type of mistake is (should be) rare and therefore would not amount to much cost to PCGS in the long run.
Edited to add: Maybe PCGS should allow such mistakes made by them to be rectified at no cost to the customer by allowing the customer to submit the slab for relabeling at any show that PCGS is offering walkthrough service.

On my submission form for this coin, I listed it as coin # 4230, 1994 SMS.
PCGS changed it to coin # 84132, a non existant coin #. 4132 is circulation strike 1994-P.
If this was a mechanical error, whats changing the coin # all about?
This was human error.
it was advertised as "not matte". Obviously, I was concerned that it was simply
a mislabeled SMS coin, and started this thread asking for opinions.
Shortly after the auction, the seller emailed me stating that he was concerned by the
high price and wanted to have the coin verified by PCGS. Results just posted yesterday (8/16),
and the coin has been relabeled as an SMS coin grading MS69FS.
