The doubling is on all sides instead of only one direction like a double strike. It almost looks like the metal pulled away from the design due to the force of the strike, creating a silhouette.

Looks double struck to me. I have several that look like these.

I also have a 1999-P Jefferson nickel that was double struck off center about 15%. Very neat coin!
