Can anyone explain significance of paypal payer with unconfirmed shipping address? Is a seller taking a chance selling to unconfirmed buyer? Anyone had bad experience in this regard?

Confirmed address = billing address of the credit card on file for the buyer. If one ships to an address other than the billing address there is no protection against chargeback, whether it's PayPal or any other merchant processing service.

    Russ, NCNE
  • The unconfirmed address thing has to do with credit card payments. It means the address you are being asked to ship the item to does not match the address registered with the credit card holder.

i.e. If you got paid by direct funds or electronic check you have no problem. If the payment was by credit card you may have a problem shipping to an unconfirmed address. Could be a stolen credit card or identity theft. Contact the buyer and tell them you can only ship to a confirmed address.

<< <i>i.e. If you got paid by direct funds or electronic check you have no problem. >>

Wrong. Regardless of funding source, if you ship to an unconfirmed address you have no protection against a thief using a hijacked account, or a buyer who decides to screw you by claiming they never received the item.

If it's shipped to an unconfirmed address, that won't protect you.

Or it could be someone who wants the item shipped to a PO Box, so that it wont show up in the mail at thier actual home address to keep other family members from knowing how much they just spent??

The posts office, despite my warnings, continued to put insured mail into my home mailbox (confirmed address) without requesting my signature. The last straw was when a $3000 group of gorgeous BU quarter rolls was shipped to me by a fellow CU member three years ago and the post office never asked for my signature. I nearly fainted.

In fact, I have indeed had two packages in three years stolen in the past few years.

I decided to request that all mail be sent to my unconfirmed PO Box at work since mail would obviously be safer. Why is it unconfirmed? Credit cards do not like to use PO Boxes as a billing address when your credit report shows a different home address. I have found out that using too many addresses for different credit cards is in fact, a negative brush on your credit report. Why?
Too many addresses (as if you have moved recently, etc.)

I explain this to the ebay sellers and most of them have been understanding about it.

So there is another side to this issue that should be taken into account.

Could be. Could also be that they ship it to a PO Box so they won't have to stay home on a work day just to sign for an item; they could instead just go to their box, grab the slip and go to the counter to retrieve their item when it's convenient for them.
  • A P.O. Box is also very convenient if you don't want every Tom, Dick and Harry you've dealt with on ebay to know your home address. Might save you from having someone help themselves to your coin collection.

    oreville,

All you have to do is call your credit card company and ask them to add the PO Box address as a secondary. Pick one card for this purpose and use it with your PayPal account. It has zero effect on your credit file and you no longer need to force a seller to ship to an unconfirmed address.

If people want the convenience of paying by PayPal or credit card then they should be willing to understand how easy it is for a merchant to get ripped off and allow them the opportunity to protect themselves.

FWIW, my confirmed address is my home address, but I almost always have stuff shipped to my work address because (a) that's where I am during the day, and (b) I don't really need random sellers to know where I live. If a seller cared, I'd let them send to the confirmed address, but it hasn't been an issue yet.

Russ is right, if you ship to an unconfirmed address, you have absolutely no protection. Even if you track the item with a signature, once the buyer receives the item they can file for a reversal and they will get their money back, even if you can prove they got it.

I won't ship to an unconfimed address unless I know who I am dealing with. A good example of this exception are regular board members here.

Russ: One credit card flatly refused to allow me to give them a secondary address but the other said no problem and added a secondary address just as you said.

However, when I went into paypal to confirm my address, this is the paypal message I received:

A Confirmed Address is the mailing address where you receive your monthly credit card statement.

If your receive your bill at the address displayed below, please confirm it by entering the card information in the fields provided on this page. The information you enter is used only to confirm your address and no charges are made to your card.

Paypal rejected my attempt to reconfirm my credit card with a new address since it is "already registered in your paypal account."

I tried another way to get paypal to reconfirm my credit card with failure:

    reason:

You have already confirmed that street address.[]

Looks like I am forced to remove my credit card and put it back in again with only my PO Box?

I would then lose my only confirmed address on my paypal account.

    Proceed?

Oreville, don't know if this helps but here is what I did...... I used a checking account that I keep very little money in. I verified it with PP.
OK, I have the Visa check card with this account, and I receive my monthly statements at a P.O.Box. I then confirmed the PP this way.

AND IT WORKS. Hope this helps.

    Oreville,

The way I understand their system, yes. You would need to remove it then re-enter it with the PO Box address then go through the confirmation process for that address. Be certain, though, that the addition at your credit card company has propogated to their database.

It appears that there is an additional way to confirm an address even when it isn't a billing address listed with the card issuer:

    << <i>OR
    3. You may confirm your address through Alternative Address Confirmation (AAC).
To qualify for AAC, you must meet the following requirements:

Be a Verified U.S. PayPal member in good standing
Have been a PayPal member for more than 90 days
Have a Community Participation buyer number more than 10

If you qualify for AAC, you will need to fax several documents to PayPal, after which we will mail a secret code to the address you are trying to Confirm. After you enter the secret code correctly into the PayPal website, your address will become Confirmed. For more information, please see our User Agreement. >>

That looks like it's perfectly suited to those who prefer to use a PO Box.

    Russ:

    I just thopught about this.

I am concerned about only having my credit card tied to a PO Box with paypal. Why can't paypal permit two address per credit cards as you just pointed out to me I was able to obtain.

There are too many non coin dealer vendors (gthrough ebay and paypal or directly ) that WILL NOT under any circumstances ship to a PO Box nor accept a PO Box as a confirmed address.

    What to do?

Those who refuse to ship to a PO Box even when it's a billing address are doing so because of the shipping methods they use. For example, many who use UPS, (lazy suckers who don't want to get off their ass and go to the post office), will ship only to street addresses. This really isn't an issue with that type of vendor, though, if both your street address and PO address are on file with your credit card company, thus allowing you to use either.

I've had accounts with PayPal and ebay since before they were joined. A couple of times I've went to pay for a item and up pops a "Unconfirmed address". I didn't move, I didn't change anything, I'm suddenly Unconfirmed. Had to send a snail mail check to the buyer since he/she was correct not to accept payment from a unconfirmed address.
PLEASE all of you do not accept payments from "Unconfirmed Address". There are constantly horror stories of people being ripped off by identy theft. We all have help nip it in the bud by following the safeguards put in place by PayPal and the credit card companys.
  • I always use my unconfirmed PO Box ..

Most the time if a confirmed address is perferred I point to my over 800 .. 100% positive feedback rating. Everything gets sent to my PO Box.

If it's stated in the auction that only confimed addresses are used for PayPal fine .. I send a check istead of useing PayPal and the item still gets shipped to my unconfirmed PO Box ... Which I send Priority Mail with Signature Confirmation.

I'm still amazed why people send anything of value with Delivery Confirmatuion. It doesn't prove squat .. only the item was delivered not WHERE it was delivered.

In my opinion .. A lot of cheap people who don't want to spend a couple extra dollars to make sure the item gets to who it's sent to by sending with Signature Confirmation. I've got a 100% receivall percentage. Not one item lost or problem ...

I verified with my credit card that the secondary address is indeed in their data base.

This is the message I received from paypal after removing the credit card and then attempting to confirm address of the card being re-added.

We were unable to verify the billing address for this credit card. Please enter the address where you receive billing statements for this credit card below. Please refer to the automatic email we have sent to assist you.

Yep. Since the integration of PayPal in to eBay this has been happening to people from time to time. It's usually because there isn't an exact match between the address at PayPal and the address at eBay. The system is extremely sensitive, right down to the commas, spaces, initials, abbreviations, etc.

Had to be spaces because evething was the same when I tried to figure out what was wronge. Interesting thing was that the last time it happened I had won two auctions. Only one was messed up. Figure that.

The fact that you have a long history and excellent feedback doesn't prove to the seller that you are who you say you are. If your account was hijacked, the seller has no way of knowing that. A non billing address in ANY web transaction is a huge red flag for the merchant.

Add Credit Card or Debit Card

Debit Cards (also called check cards, ATM cards or banking cards) are accepted if they have a Visa or MasterCard logo.

You have x credit or debit cards active on your account.

Paypal re-accepted my credit card again at my old billing address.

Now I have to go through this "expanded use Number stuff" which I have never seen before and my card will not be available for use on paypal for 4 business days. Fortunately, no pending ebay purchases.

Paypal needs to work on their system. image

That's correct. As I said earlier in the thread, you'd have to replace the old address with the new one and have it confirmed.

Out in the real world of internet credit card transactions, it's not an issue. You can enter either address as you go through the shopping cart and as long as both are in the AVS system they'd show up as the billing address when processed.

Edited to add: Stman's approach as outlined earlier is excellent. Seperate checking account and card dedicated to PayPal. It's what I did when I setup my account.

Signature confirmation is a waste of money. All you need to protect yourself from a PayPal chargeback is regular DC. Since I insure all items over $50, they have to sign for the insurance. Before I started using DC, I had one buyer of a blue label insured package attempt to do a PayPal reversal. I took my blue insurance receipt to the PO, and they were able to track it and tell me who signed for it, and what do you know it was the buyer. I sent this information to the buyer and informed him I would file fraud charges if he pursued the PayPal reversal. He dropped it.

Heh, and the kicker of using the Visa check-card (for confirming address) is it's the same account as the verified checking account, and also the back-up funding source.image

So if I add a credit card to my account for the sole purpose of getting a confirmed address will this automatically upgrade my account?

Does it mean I can pay for items with a CC but not accept CC payments?

Yes, you can add a credit card to a personal account.

What about the second part of the question?

    theknowitalltroll;
  • Merchants need to be aware of one very important fact. If I'm not mistaken, a smart crook can rip you off by paying through PayPal with a credit card. If a buyer gets the item and does a chargeback through his credit card company, PayPal will come back and take the money out of the seller's account. IIRC, shipping to a confirmed address only protects you from chargebacks initiated through PayPal, not from those initiated through a credit card company.

I'm not 100% certain about this, but be wary.
I heard they were making a French version of Medal of Honor. I wonder how many hotkeys it'll have for "surrender."
