Most modern proofs (post 1972) are at least cameo--many ultra cameo (especially by the end of the 1970s).
For that date Ike, it can be expected that the coin is ultra cameo, so that isn't really where the value is; conversely, the value would be more harshly hit for the lack of ultra cameo.
