i believe that coin to be a mint state striking with very very heavy tonnage hit with a slip through pre-polished proof planchet, ends up in a bag, banged around, possibly entered commerce at a fed bank via roll or bag,etc...but made (minted) in a fashion similar and akin to sms coinage....

My guess is that PCGS will grade both as PR58 and AU58
