Type 2 Gold dollar question

Does anyone know why in 1856, when the other mints were on to type 3 gold dollars, San Francisco was producing type 2 gold dollars?

    According to Breen: "The 1856 S dies were shipped west in 1855 before Snowden's decision to redesign the obv. In all, only 1,704,985 were issued for circulation:about 1/7 the mintage of small-size dollars."

    Remember, in 1855 or 1856, transportation was slow from the east coast to California. The transcontinental railroad had not yet been proposed. There was no Pony Express nor any hint of a telegraph.

    It makes for an interesting one year type, which I would like to acquire some day.

    There is a similar explanation for why some of the 1866 San Francisco gold coins, and to a lesser extent silver coins, are No Motto and the rest are With Motto.
