PCGS's position on hits through bell lines: When do they preclude FBL status for Franklin Halves?

Mr. Hall -
I've owned two mint state Franklin Halves that were designated FBL by PCGS, but which had a contact mark through the bottom bell lines.
Is it the official position of PCGS to ignore hits and only consider the strike when deciding whether or not to award the FBL designation?

Hi Dan,
It is the PCGS position that significant marks thru the bell lines preclude a FBL designation. If you have a coin that looks like it is a FBL mistake, send it to me and we'll take care of it for you.
