Beautiful luster, very strong strike, common with many 79s'. Solid 65, good chance at 66...very nice coin

66 maybe at NGC. At PCGS they grade the rims as I understand it. 65 max there.

Strike isn't the only determining factor in the grade. I have owned some early S mints with stronger strikes than this graded 63. This coin has too much chatter in the prime focal areas to go 66 in my opinion.
