Obviously a french coin that was minted on left over US steel cent blanks from 1943 penny/cent.

Not quite France, but a good guess, Rob.

They were minted for Belguim during the Allied Occupation post WW II. Yep, they used left over 1943 steel blanks.

25,000,000 were minted in Philadelphia.

Interesting coin cdwegner, I have one also from the 'elevator' hoard found to be used as counter weights for an elevator in a Belgium warehouse! Here's a little more info:

The design features the word "Belgium" in the two natonal laguages French and Flemish along with an American Star and olive branch.

Its a Belgium zinc coated steel 2 1/2 Francs issued when the country was allied occupied. The country is made up of Dutch speaking Flemish and French speaking Walloons hence the two different spellings of Belgium.

The elevator hoard was quite large and most of the coins were of low quality. This
coin was used extensively but only briefly so AU versions abound. It is not especially
tough in unc but gems are surprisingly hard to locate.
