Re-grading Cards with early birth dates

Have any of you had vintage cards re-graded from their old holders into new one with new cert numbers. I always check the cert number to see if it is an early grade as some of those grades are suspect to say the least.
I think it would be pretty tough for PSA to downgrade a card that is already slabbed. When you say buy the card and not the holder, it is pretty tough to do with most ebay scans. I feel better about buying the holder that has a later cert number.
