Im going to say 'NO' because the edges are 9.5 and most likely from a cut sheet as most BGS 9.5 OPC hockey are. Will probably come back as "evidence of trimming".
The card has all of the qualities of a sheet cut card (the lesser grade on the surface being one thing), so in all likelihood it will come back as evidence of trimming. It has no shot in the BGS holder of crossing and if you crack it out, you would take the risk.
Jr, all of the OPC hockey from mid 70s to 1990 all had rough edges. It was common practice with OPC as there was no quality control back then and they were all cut with wires. They all came out of packs with the hideous rough edges and you couldn't escape it. There are big time dealers like "martin sportscards" up in Canada that will buy uncut sheets and his ads always sell bgs 9.5 hockey. They're getting them laser cut professionally. All those 9.5 OPC are junk. BGS has claimed that they will grade a card regardless of it's origin as long as it falls within the proper dimensions.
jrdolan - The surface grade is usually one indicator. Most sheet cut cards score 9.5 for centering, corners, and edges but a lower score for the surface. My other indicator is that 2 out of 1535 cards graded by PSA have scored a GEM MINT grade or less than 1%. Beckett on the other hand has graded 54 out of 890 cards as GEM MINT or 6%.
EagleEyeKid - Be careful saying all OPC cards had rough cuts. Some of them came cleanly cut. What is really bizarre is that the cuts vary inside a pack. I have had miscut cards with rough edges and in the same pack of 78 OPC's had singles with nice centering and virtually flawless edges.

Well here's something for you.....ALL CARDS ARE CUT FROM SHEETS! This card is not a counterfit...just being cut with newer machines instead of the dull wires they used to cut them. I've seen plenty of these cards here at the shows in Toronto...they look like Upper Deck edges and it blew my mind at first (I collected hockey from 1979-1989) and no edges looked like that.
The one card I followed was the Patrick Roy OPC RC......I know there are like 6 PSA 10's out there and like 30+ BGS 9.5's. The big thing for me is why does the BGS 9.5 always outsell the PSA 10?......I own a absolutly flawless PSA 9 Roy (looks as good as the 10 I saw in person) but doesn't come close to the BGS 9.5's I've seen because those edges and corners are perfect because of laser cuts.
I think you wouldn't really lose on your investment if you bought a BGS/BVG 9.5 Yzerman RC. He is really popular and there are plenty of collectors that would die to have the card in their collection. As for crossing it over.....you could try...even crack out the card if you have to. It would probably still pull a BGS 9.5 even if PSA says it's trimmed.

I have may lean cut OPc from 1987-88, although to get these fine 60-80 cards i went through 4000-6000 cards all from vending.
it is possible, but a long haul
