WTF Paypal!

I got a buyer who says he never received his coin. I know I sent it, but since he did not buy insurance I did not insure or track.......coins have always gotten to where they were supposed to before.
Now Paypal is giving me 3 choices..........
1)Provide a refund to the buyer for the full amount of the disputed transaction
2)Provide a tracking number that confirms proof of delivery to the buyer Confirmed Address
3)Provide proof of a previously issued refund to the buyer for the full amount of the disputed transaction
This after I placed a dispute on the transaction with the Ruffin clan because of the condition of the coins......here's is what they say about that.....
As stated in our User Agreement, PayPal's Buyer Complaint Policy only applies to the shipment of goods, not to disputes about the attributes or quality of goods received. Therefore, we cannot reverse the transaction or issue a refund. If you still have concerns about this transaction, we encourage you to continue to work directly with the seller for an amicable resolution. PayPal does not tolerate fraud or illegal activities. Your complaint will be noted in the record of the PayPal user you reported.
But in the email sent to me because this guy said he did not get his coin Paypal states "We recently received a claim from a buyer who indicated that either
they never received merchandise they purchased from you or an item that they received was significantly not as described."
Yeah, right. We all get taken BIG TIME & they do nothing, now I get slammed because a buyer that paid through paypal & did not pay for insurance is saying he did not receive the coin!

And yes I am an Ebayer but as of late, things have been getting to unfriendly in that community.
Why step over the dollar to get to the cent? Because it's a 55DDO.
Well if buyer says he dint get it and you can't prove you sent it, then it seems yer kinda SOL on this one.

But I find it a deterant for small items to add insurance?
Maybe keep insurance as an option, but add delivery confirmation as a must!
Bajjerfan, yes I am talking about 2 different transactions. Just pointing out that when I complained about items that were sent to me that did not meet the advertised grade Paypal would not do anything because PayPal's Buyer Complaint Policy only applies to the shipment of goods, not to dispute about the attributes or quality of goods received.
Yet I get an email from PayPal with this claim & it states that a claim CAN be processed because an item that they received was significantly not as described.
WTH does that mean?
What sized label do you need for that?
I would never do this, but to think I can go back & SCR*W everyone I paypal'd & the package was not insured is frightening....or those that can still SR*W me!
Is there no time limit to how long after payment is sent that the buyer can make a claim?
This is really scary!
Thank goodness most folks are basically honest.
You want to use the half sheet labels. I buy mine at Uline, they are $20 for a box of 200 labels. A lot of people just print them out on plain paper, and tape over the label, or use glue. If you use clear tape, you have to be sure you do not put any tape over the bar code.

You should point out to PayPal customer service that these two statements contradict each other.

They're probably saying if you buy a Morgan & you get sent a Sac....that would be an item was significantly not as described.
As a regular E-Bay buyer of coins and pro audio gear - I never buy from anyone who won't insure and confirm my purchase. I prefer that it's added automatically and shown as "included in shipping and handling" -
This shows me that you are a serious seller and I person that I can trust. Idon't care if it's $10 or $1000.00 purchase!
And I only but via paypal and I've had problems in the past, and yes, the system favors the BUYER, not the seller, just as regular credit card disputes do - and that's the way it will always be.
