Explain PVC please

Time to edumakate the Rat again.

I am assuming that in the posts I see regarding PVC damage or PVC being present on a coin you are talking about Poly-Vinyl-Chloride? What is the origin? How does it affect a coin? Is it common to find? etc... etc... etc...
