Paypal refund question.

Has Paypal always charged buyers for buyer protection or is this something I just never noticed? I thought buyer protection was automatic for purchases under $500.00.

I don't think there is a charge.
For claims, Paypal determines what kind of claim is going to be used (buyers protection or buyers complaint). I don't think they would use "buyers protection" for claims of $10. Max "buyers protection" claim is 2 per calendar year while the other is whatever they can recover.
I'm not sure if it counts if the seller refunded the money.

Sellers who have a premiere or business account can turn that paypal insurance (whatever they call it) off somewhere in the seller's profile section. I now see those on sellers who have a personal account. I don't think you can turn it off on personal accounts.
