Why can't the Mint make the notes in Coin and Currency sets legal tender?

This has always bothered me about the coin and currency sets. Why isn't the note legal tender?

    Because that would make too much sense. Kind of like why don't they make silver mint sets?

    Man, modern silver business strikes of circulating coinage would be sweet! Heck, they could even do a silver nickel and cent!

    Don't ask the Mint, they didn't print it and they can't make it legal tender even if they wanted to.

    Maybe because nobody would spend it anyway? (I know, stupid answer) Are the regular dollar bills in some of the C&C sets legal tender, though? I know the note replicas aren't, but it wouldn't make any sense at all if modern currency in these sets wasn't legal tender.
  • i think it skews the actual budget,a ten dollar note has be charged againts it,if not they get to credit the budget the profit.
    same with the SBA dollars in the mint vault hoards.

    I think it takes an act of congress and lord knows how hard it is to get something done worthwhile.
