This guy sells almost nothing but fake Seated and Trade dollars, I've reported him twice with a total of 20 different obviously fake items, and he's still at it and I've seen no auctions pulled.

The "winning" bidder could then pull his bid and complain to E-Bay about the fakes, and the other, losing bidders would have been forewarned, so they "hopefully" shouldn't accept a second-chance offer.
Eventually, with enough withdrawn bids from buyers saying the merchandise was fake, E-Bay might finally take notice...
He'll probably also help you report this character.
The best point would be to report it to the sellers home town police department.
The second best is to file a report on the FBI's website and they could then forward it to the seller's hometown police department.
Third the secret service takes a dim view of these things reporting it to them may do the trick too.
Reporting it to your local police department usually doesn't help as it is out of their jurisdiction.

I am not under the impression that they really care.
Of course the law enforcement authorities don't seem to care much either.
to stop the sale of counterfeits on eBay. Now there's an idea...how about bringing this to the attention of the ANA? Find out thru eBay's live chat who this new entity is and maybe they'll provide you with a link.
Also, he's not getting a lot of bids which ought to tell us and him something! Take a look under bid history and see if there have been any retracted or cancelled bids. Never mind, I just did...Bid retraction and cancellation history

One buyer gave him a POS with a note that the coin was probably counterfeit, but kudos for shipping.
A positive! If the buyers can't even give a NEG on a counterfeit, how in the world can anyone stop the 'caveat emptor'?
