Doubled mintmark on 1996 Roosie

I was going through some change today and found a 1996 Roosie. It appears to have been struck with very worn dies. The "P" mintmark has strong doubling, and there is a raised bump, like a die gouge in the field to the right of the mintmark. Any thoughts?
I collect circulated U.S. silver

    Some dimes can look really rough.

    Can you get us a picture? I'm interested to see it.

    Dimes can be really difficult to shoot, especially small details.
