1975 TOPPS - PSA tolerance of overall dimensions

Could someone enlighten me as to the PSA tolerance of the dimensions of a card, vertically and horizontally.
In other words, how much tolerance is available for, example, the horizontal dimension of 3 1/2"...is it 1/64th" or 1/32nd" ?
I have been purchasing some raw on ebay (fbcardguy88), and am just curious - I AM NOT not interested in trimming them down. I just need to know what I can send in for ebay to grade.
I have a measuring ruler that is marked in 1/32" - anything better than this?

I actually have a couple sweet GEM cards that measure about 1/64th short of the 3 1/2" I would like to attempt to cross - have some cards come "off the press" short before, back in the 70's?

However, I have some raw commons that are really nice too - and just a bit short, that I have had for close to 10 years now.
