It's a Nurnberg "Kipper" -- a copper 1/84th Gulden listed as KM-46; before 1621, they were made of silver. I think this one was made by the mintmaster Hans Putzer, whose issues were the more common of the three that are found for 1622; this would mean it's worth (according to Krause) $8 in VG, $15 F, $25 VF, $40 XF.

Yes I'm finding this all puzzling myself.
I don't have time for much sleuthing at the moment, but if nobody else solves the riddle, I'll have another crack at it later. I do love a challenge.
That "84" on the reverse is indeed most interesting.
