As long as you're having fun collecting, that the important part. Non-FB MS66s have dropped in price since the FB designation came along. You might even get a deal on a Non-FB MS67. MS66FBs, depending on the date are obtainable as well. Have fun at the coin show!
There are a few flaws in your plan to build a registry set:
1- You aren't going to be buying a grade that can even compete with anyone else 2- You simply like the design 3- You can get a raw MS65 or higher for a buck or two, whereas tack the coin in a slab, and it'll cost many times that amount
Collect what you like--in this case, Roosie's. But don't refuse to look through other companies' slabs, or through raw coins, just so you can "compete." It's a waste of money, and in time, you'll regret it dearly.
good advice, save and build a set that can compete and give you much more pleasure. one 66 is about the same as 2 or 3 ms63's and so much nicer. look on ebay and heritage

How is this a flaw? Does the registry only exist as a competition? I don't disagree with the advise, just the reasoning. I am currently building a registry set as well. It is not listed yet, nor will it be until I get a bit further along with my objectives. I realize that the set will never compete with the top sets but that's not why I'm putting the set together.
Your chances of finding PCGS certified MS63 Roosevelts are slim to none. The population reports show many dates with a 0 in MS63. Realistically, you're probably better off looking at MS65 to MS66 grades if you want them certified.

I was just about to start a big Basic US Type Set, but I saw what it took to compete with any of the sets out there and decided I'd rather do it my way.
I didn't want to have to buy Proofs to get the DC bonus and always trying to get the rare older RDs. So, now I'm just trying to fill my Dansco with UNC pieces, when possible. I'll just keep upgrading till I get there.
Set Registries seemed cool to me at first, but now I think they're too competitve and spendy for the average collector (like myself). Maybe someday I'll get there.

If you do wanna play in the Registry game, perhaps you should "make your own", that is, cherrypick a lot of BU rolls for nice coins, buy them for a buck or two or whatever, and submit them yourself. I don't usually see a lot of slabbed Roosevelts when I attend shows. You'd be better off keeping an eye open on eBay, but then there's that problem you mentioned of your not be able to shop online.
I use registries as free organizational software. The pop info is very useful too. I could care less about rankings. Here are my registry sets, nothing special. Advice and/or critiques are welcome.

Also, if you try LordM's idea...be careful. You could blow a lot of $$ on PCGS fees if you don't know what you're looking for!
