PL Designations and the top 3

Do the top 3 grading companies (PCGS, NGC and ANACS in no particular order) give a PL designation to denominations other than Morgans? If not, why?

I ask because I recently acquired a seated half with a no questions PL surface front and back and am just wondering why it was not so designated.

I think it's because the market doesnt want them too. I've had a few modern cents that were PL.
