Shipping charges on free quarterly submissions

This is the first time I will send in a "free" Quarterly submission. Somebody care to shed some light on this subject?

Correct me if I'm wrong but this one coin's return shipping, according to the back of the invoice will be a MINIMUM of $12.50?

Is this correct?image

Boom, shipping is only 11.70 if your coin is worth 100.00 or less, if more it would be in your best intrest to list the full value in case of it getting lost?

Actually, it's a 1917 Type 1 Standing Liberty Quarter that has a Full Head and just a tiny bit of flatness around her knee. I think it will be very interesting to grade as everything is so sharp except right at her right kneecap. The reason I asked though is I'm calling to mind the many members that yell and scream about excessive shipping fees on the parts of eBay sellers but think nothing of paying $13.50 on a $200 coin.image
