This is my problem with PCGS. Any SLQ expert can identify 1916 dateless SLQ since the die is totally different from 1917-P type one SLQ. Nevertheless, PCGS graders cannot distinguish between them and BB my dateless 16-P SLQ

Absolutely. That's the trick with Columbians... finding them with enough detail so as to establish a date but without so much detail as to bump it up into an FA02 or better.
Just enough detail to make out a ghost of the last digit in the date...
