Grading question on new quarters.

Hi I just opened up my 10 rolls of P Texas quarters and I noticed these marks on most of the coins.

What causes these marks and what effect would it have on the grading of them.

Hello 08 I am not an expert by any means but I think its from die polishing. I seen quite a bit of it on some quarters I received in a mint bag.

It looks like grease or oil on the die. I don't know about the grade, but there is no extra value because of it.

I think that whatever causes it makes the coins look terrible and should hurt the grade.
