Silly question... The option "Presidential Review" on PCGS's submission form....

does it actually mean that the "Grand Pubah" himself, David Hall, looks at it and makes a decision? I'm curious.image
What is money, in reality, but dirty pieces of paper and metal upon which privilege is stamped?

Yes. I don't know what his overruled percentage is though. I'd imagine not very high

From this post in the q&a section

When a presidential Review comes in, I'll show it to several graders and ask for a "silent" opinion. If two or more want to make a change, then a change is made. I do not have a vote in the process...and I don't express an opinion unless the graders specifically ask me for my opinion. I'm just the facilitator...and the person who fills out the review sheet explaining the grading room's thinking on the coin. I can not change the grade of a coin.

The Presidential Review process did work for me. The coin was a (1989 graded) NGC Pr-65. It was resubmitted to PCGS about a year ago and regraded PCGS Pr-65Cam. My dealer-submitter friend recommended going for PCGS Presidential Review and it is now a PCGS Pr-66DCam.
