Error guys, how would this happen?

I was looking thru a roll of 94P Lincoln's and I noticed a few had a prominent strike thru on the steps. How would this happen on multiple coins? If it was a strike thru (maybe it isn't) wouldn't it not repeat press after press?

    If it's raised it might be a die chip.

    Can't tell of it is raised or incuse. If it is raised it is probably a die gouge and would appear on all coins struck by that die after it was damaged. If it is incuse then the object is probably stuck to the reverse die and will create a similar strikethru on each coin until it is dislodged.

    It appears to be raised and that would be a die gouge. If incused, it might be struck through wire or string, etc.
