Elberfeld 1847 City token (?) ID has me stumped

Elberfeld 1847 one Brod
I've searched Krause and other sources, including the internet and can't find this piece anywhere. Bought it for $10 which seemed in line with other German State tokens of the period.
I've made the assumption that it's a city token rather than a German State token-am I wrong?
Elberfeld is a district of the German town Wuppertal . It was an independant entity at one time but was folded into Wuppertal which is a city in North Rhine-Westphalia, Germany; which is fine but I didn't find Wuppertal in Krause either. Elberfeld is basically in the Prussian sphere of influence but I just don't have the references to ID it or ascertain a value.

That's a really neat piece. It would have stumped me, too, though.
Menzel is the main cataloguer of German tokens since about 1840. There are 3 volumes: the first two consecutively list tokens by cities alphabetically; the 3rd contains tokens used outside of Germany proper and those which have not been identified as to their origin.
