I think the Babe Ruth you show is from the 1970 set. The artwork for the players and the artwork around the numbers is different (see first link below to another 1970 Topps Valentine Foldees auction).
1970 Topps VALENTINE FOLDEES unopened pack
1963 Topps Valentine Foldees Ruth is pictured here followed by a 63 wax pack. The artwork looks less like typical Jack Davis artwork, and the decorations around the numbers and the text look more like doilies.
These come up for sale on eBay every once in a while. I bought a Ruth single a couple of years ago on eBay for $15.00, and I bought a complete set from a dealer for about $90. There was also a series in 1960, but there are no baseball players in that set. I don't have pricing information for the 1970 version.
Hope that helps!

GAI has authenticated my wax pack as 1963 (does not match the pack in the 1970 auction which has bananas). SCD Standard Catalog shows the picture of the "wheeled" Ruth in the listing for 1963 Foldees. The PSA Set Registry checklist for 1963 Topps Valentine Foldees (non-sport registry) matches my "wheeled" set. It is possible that the two sets (63 and 70) might share the same checklist. My card #34 has the same theme as the one in the 1970 auction link above (Roosevelt and Franklin).
I wish that Jean-Luc Picard (#1 63 Valentine Foldees set on the registry) would have added scans to his set listing. Maybe he could chime in on this debate if he is a member of the boards.
