Grade this 72 Quarter

Got this in change the other day. I haver never seen a coin more worn. It is actualy very shiny.
How low does the grading scale go, this has to be at the bottom.

I'm not quite convinced that that is honest wear. The bottom of the
letters in LIBERTY don't look worn enough to justify all the other wear.
Even the clad core is starting to show!! I've seen clads with more wear
than this without the cladding being worn off.

Can you picture the reverse? I'm guessing it's not so "worn".
