I don't know how to do it either. Your best bet is to email them and tell'em to stop bidding on yer frikin' auctions.

Blocking eBay bidders is a good thing. However, as some in here will confirm, it is pretty easy to change usernames.

Technically, doing so is grounds for getting NARU'd. Here's the note one gets when blocked:
