Full Bell Line

I confused about the Franklin seperation. What lines are the graders looking at that have to be full? Is it the horizonial lines at the bottom or the vertical crack of the bell. Please explain.

    The graders look at the bottom horizontal lines and they much be complete for the FBL designation.
