The number one shows the buck teeth but I don't know what caused the mark over the "L" in liberty.

Franklin Looks as though he has buck teeth.(Breen,p.417) Probably the result of die chips or clash marks.
Here's and overlay I found on the web that shows some detail how the error occured.

Coinguy89.....It is a clashed die that makes Franklin look like he has fangs. The "fangs" are really the tips of the eagles wings from the reverse.
