It indicates a die crack or chip (I forget which) at Ben Franklin's mouth that gives the appearance of a rather large tooth, hence the "Bugs Bunny" attribution.
Mr Franklin has what appears to be buck teeth ( dose whabbits). You won't find any deals on ebay though. They're all in bogus holders for the most part.
I have a few dozen of them in Anacs slabs, but they're not for sale. Sorry.
The Bugs Bunny Franklins come from die clashes. The dies struck each other with no planchet between them. Some design elements from one side gets imprinted on the opposite die. Mint workers try to polish out the worst of it. The "teeth" are really the impression of the wing tips of the small eagle from the reverse. They couldn't be polished away without messing up Frankie's lips.
