Can anyone tell me about this medal?

This medal is made of bronze or copper and is about 26mm in diameter. It appears to be German and has a lot of German writing on it which I cannot translate. The three scenes appear to be of someone in the military, or maybe a constable, dealing with townspeople. There is no ribbon. Any help would be appreciated.

    It appears to have something to do with paying customs duties rather than anything military. I'm having trouble reading some of the words; could you write out the legends?

    Sorry I couldn't respond sooner, but I've been tied up most of today. The first inscription seems incorrect, but what I think it's supposed to say (loosely, but not as loosely as Google) is "Where will military equipment and weapons come from if the customs duties and taxes are not paid?" The second reads, "Who serves the Kaiser more truly than the officials of the Office of Customs and Taxes?"
