We are pleased to announce the launch of the new Unpaid Item process. Formerly referred to as the Non-Paying Buyer (NPB) Process, this new process is the latest in a line of initiatives eBay is pursuing to help sellers experience even more successful transactions with a minimum of unpaid items.
Beginning today, sellers can file new Unpaid Item disputes using the “Report an Unpaid Item” link found on the site map or by using the related links in the selling section of My eBay.
Sellers who have previously filed Non-Paying Buyer Alerts and wish to request their Final Value Fee Credit will need to do so using the new process. Step-by-step instructions can be found here.
Some of the features of the new Unpaid Item process include:
A new communication system between buyers and sellers, where members involved in an Unpaid Item transaction can communicate directly with each other right on the eBay site to help complete the transaction.
A new Unpaid Item "Dispute Console" for sellers to better track and take action on their Unpaid Items.
Shorter waiting period for Final Value Fee credits – from 17 days to 14 days or fewer – and an immediate filing option if both the buyer and seller mutually agree not to complete the transaction.
Immediate, one-step Final Value Fee credit in the event sellers encounter suspended buyers or buyers from a country to which sellers designate that they won't ship, via the checkbox in Sell Your Item (or other listing tools).
Subscribers to Selling Manager and Selling Manager Pro will also see changes allowing them to report Unpaid Items and request Final Value Fee credits using the new process. We have also communicated information about the new process to third party software providers.

I would love it if Ebay would do something to protect buyers that get ripped off.
