Tough picture to see all the surfaces very well. I will guess 64 maybe a bump to 65 for eye appeal from what I can see. Looks like a small hit on liberty's cheek and would probably keep the coin from a higher grade.
Could it be a proof? There's awfully good detail, and it sure looks like the rim is nicely squared off. Proof or uncirculated, though, I love that toning!
IMO, that nick is so small it would only come into play at the MS69 level - ie: for a classic coin, never!
The coin appears to have wonderful attributes, but cannot be graded off a picture as there could be hairlines or a cleaning that can only be detected in person. Nor can one assess the luster accurately off a scan.

I thought a small hit on a small coin is equal to a large hit on a large coin.
I can see what looks to me like a hit.
I would imagine the tpg's would use a glass on a coin so small when grading it
