What the heck is this: "Qualify/Become Pre-Approved" before bidding on this guy's lot??

You have to get permission, a pre-approval from the seller, to bid in his auction?
AND, he does not respond to the email requests for the right to bid in his auctions. image
Is it just an ad?

    I still don't get it...
    With an opening bid of $.99, and no reserve, how is he going to get to $15k w/o any bidders, or even some?
    Has anyone been "Pre-approved" by this guy, or for that matter, any eBay seller, before?

  • I suspect it is a method of gleaning email addresses off of users.
    Everyone would send a email requesting approval to bid.
    But in actuality he's getting email addresses.
