PCGS full step nickels - what is the criteria?

What criteria does PCGS use when giving the full step designation for Jeffersons? 5 steps? And how is the grade affected when there are nicks etc. across the steps? I know I've seen a few full bell line designated Frankies that have had deep gashes across the bell lines--- but got the grade non the less.

Also, how does NGC and ANACS treat the FS designation? Thanks---

    PCGS uses five steps. Until recently, NGC used only six steps, but they now do both five and six and designate it on the holder. I believe ANACS does 5, 5.5 and 6, also designated on the holder.

    I think PCGS (recently) grades nicks across the steps far too severely. They knock them out of FS when they should not be. Full step designation should be more about die prep and strike than about planchet preservation.
    Some refer to overgraded slabs as Coffins. I like to think of them as Happy Coins.
